Speedmult base is 100. 200 would be twice as fast.
Oh yeah, a forewarning... If you jack it up too high, the cell buffer won't be able to keep up with your insane speed in exterior worldspaces and you may end up crashing the game.
It's always good to see what an actor value's current value is before altering it. Use the console command "getav speedmult" in your case.
Others that may interest you" FireResist, FrostResist, ElectricResist, DamageResist, UnarmedDamage". Additionally, your health, stamina, and magicka are all actor values, as are all your skill values. If you want to get a base actor value, unaltered by magic effects, use "GetBaseActorValue" instead of "getav" I think that weapon enchantment mana also becomes an actor value upon equip of an enchanted weapon, but the names of those AVs don't come to mind readily.
