I doubt it's a matter of a simple decision, especially on their part. It's usually a matter of the platform not allowing it, to prevent various issues from arising (such as the need for tech-support when everyone's game starts crashing.. just read the Nex forums heheh). Another thing is licensing, could be legal issues and contracts that can't be worked around. Then there's the aspect that a whole new dev team would be needed to port everything over and to tweak/test/etc... something they're probably reluctant to do as they already have a ton of bugs to fix and are most likely working on the next game already.
I think your best bet is to get a a movement among you console players/modders, and lobby Ma Beth to include it in FUTURE contracts and development. If you guys show there's a big enough market and demand for it, then they'd be more likely to give it to you (or sell it heheh). In any event, I wouldn't hold your breath for Skyrim modding on console.
