If they didn't hint at it so much AND make her the single most well written character in the whole of Skyrim (Not to mention that she is bursting at the seams with personality, which is saying something in and of itself already) then most people wouldn't be bothered by it. If she wasn't so awesome in every way, nobody would care. But she is. And if they did add it in within another update, they could easily play off her previous dialogue. Currently, when asked to marry, she says something to the extent of "I'd really like to, but it's not for us. I couldn't go in a temple/ couldn't ask the Gods for such a blessing"
All they'd have to do is have her say something to the extent of "My love for you is so strong that I'm willing to give it a shot, etc."
Although I'd hate to see them just slap the current marriage mechanics on her. It'd be nice for them to flesh that out a bit too. I dunno.

Honestly, I think Todd Howard did this on purpose XD! They continously lead up to some climatic romance, then flop. Serana is just your friend. There were like infinite flirty moments and eventually a strong love connection with Dragonborn and her and all of a sudden its discontinued and you have 3 heavy elder scrolls in your inventory.

In a stunning twist, your follower used YOU to carry HER burdens lol

Okay let me tell you why Serana will not marry you. Look at her only experience with immortal marriage, her mother and father. How did that end? Both of them becoming psycho. She understand that, as Harkon said before, for immortals they are bound to see whatever relationship they end up in fall apart. Friendships and romances are damned for immortals as either they will be killed or they will outlive these relations. Don't get attached, ya know?

That's my 2 cents.
