Is Harkon the strongest NPC in the game?

No you nor Jusey1 don't, unfortunately.

When Terra Nova mentioned "Hell, I'm level87(uncapper)" he or she was indicating that they use a PC mod to uncap the levels in Skyrim.

Most PC players wouldn't resort to setting their level past the cap point because it can be easily bypassed, as well, it involves the console.
Which to some, like me, find to be metagaming, immersion breaking or even cheating. Well, unless one is using it to check on certain mods.

I don't play Skyrim on the PC but I've played Morrowind on the PC and I know in Morrowind there was a "SetLevel" console command that can be used.. And I believe it can be used on Skyrim as well.. I didn't knew there was mod that bypass the cap.

? Top level for players is 81.

Thats why I sad (uncapper). It's a mod that allows me to remove the cap on the maximum level skills can reach (for example, I have 200 in destruction, 197 in sneak and 120 in One-handed). If I'm going to be playing this for years, I'm not going to be sitting at lvl81.

And using SetLevel would make the game boring. I got to 55 before using the uncapper. This is strictly seeing how high I can get. Not all my skills are set to a 200 cap, for example, Im NEVER leveing pickpocket because it's bugged in my game, and I dont care for enchanting/alchemy. I don't know any PC players that actually use SetLevel outside of testing purposes.

Anyhow yeah, though it remains to be seen just how high this Harkon guy is.

I play on master difficulty and the fight seemed rather easy. I remember being confused because he just exploded less than a minute into the fight.

I'll use it back in Morrowind when I have to remake my main char cause of mod-removal, or something like that..

The snow elf battle wasn't even a battle for me, I just used fus-ro-dah and knocked him over the railing for a instant kill. Harkon on the other hand went down in a couple swipes in my werewolf form.

The Harkon battle wasnt hard. But it was a nice change of pace and felt like a true "boss battle" The start of the snow elf fight (With falling rocks and summons) Felt the same way. Looking forward to more unique fights in the next DLC. And hopefully alot more unique fights in the next Elder Scrolls game. Also a combant system overhaul would be nice.. but one can dream.

How was it taken him on as a werewolf? I would like to do it, just for kicks, but my werewolf character doesn't really care for the vampire threat.

Vrythur just wasn't difficult for me on master....
Like I said the guy with the 3 sons and the amulet was my hardest battle on this game.
Vrythur went down rather quickly, Dragon Bone Daggers, elemental fury, and maybe two potions was all it took for me.... I'm at level 45 as well, if that makes a difference to his difficulty?

That fight can be pretty intense if you come unprepared and not knowing what to expect. My first time I got Fus Ro dah'd all over the place like a rag doll and was disarmed a few times. It was ugly.
