I assume that the vampiric eyes are for visual style only, and that your average citizen of Tamriel is not supposed to see them that way. Perhaps a natural glamor spell or innate illusion magic that masks it. I'm just pulling that out of my rear however as its a convenient excuse for what should be a clear warning sign of vampirisim. There is a reason that in most vampire media they have 'normal' eyes for the most part. A little odd perhaps [a strange shade or subtle glow], or their 'true' eyes only appear while feeding or fighting or by choice, rather than having full on a demonic candle-glow or all blad with red irises. Even the Cyrodiilic vampires who were supposed to be able to blend in had red/pink eyes, when only one other race had anything close [the Dunmer] via a daedric curse.
So, yes. I'm going with a constant effect illusion spell that the player is not privvy to, as they do not need to be, except in certain quests where NPCs like Alva seem normal at first appearance.
Changing Morvarth's look is an odd choice. I'll make sure to do that quest before activating Dawnguard when it comes to the PC. Won't matter much, as its generally a quest you stumble through [reasonably] early and have no reason to go kill his respawns with.
