Improving Merchant Stock with Haggling perks

The Idea is to have Merchant stock improve as the player puts more ranks into haggling. This would likely be done using a global, similar to the "Master Trader" perk . I have no problem attaching the global to the leveled item list, The problem is, I have absolutely no idea how to make a global that checks weather the player has the haggling perk. After looking at the "Perk quest" which sets the global for Master Trader, prowlers profit, ect and its associated script I'm very lost... any help would be appreciated... More specifically how would I alter the following script to check wether or not the player has a rank in haggling, and set a global accordingly:
