Another type of pickpocket skill

Ok, so smithing, alchemy and some kind of enchanting is going ingame, but not pickpocket (not sure about speech and lockpicking).

What if pickpocket skill was changed?
Instead of stealing actual weapons/armor/items, what if you could only steal random stuff from nuetral/enemy npc and enemy players?

To balance it out, you can only pickpocket so and so many times per day (the more you were succsesful in stealing, the less % chanse you had next time you stole, and you had to wait a while before your % chanse were better).

Lockpicking skill could work the same way...kinda?

I guess speech skill kinda works fine in a mmo like it does in skyrim (the better you are in speech, the better prices in general you get)?
