Can we just assume that it's like Vatican City inside of Rome?

You definitely didn't break it, and imo didn't come close either, but there's always the chance for a misunderstanding. In the off chance that that happens and someone gets kicked from beta, I would be too tight lipped to even say anything because of that tiny chance that something happens.

First of all, Mournhold has always been referred to as a City... Even though it is a district within Almalexia.
This is Lore accurate:
"Mournhold, "The city of light and magic", is a Temple city inside the capital of Morrowind, and the heart of this larger city, Almalexia, named after the goddess."

This happens in the real world, too.
Have you ever heard of the Vatican? And there's other cities in ancient cultures that worked like this.

As you can see by the thread, everyone seems to understand this as the accepted term for Mournhold.


Secondly, you should know that discussing the details of the ESO Beta are not allowed.
Asking Beta players to "prove otherwise" by breaking their NDA is very close to warn worthy.
