How would that even work? I'm assuming by blackout he means complete blackout. That would mean the cell network is down as well as power.
Looking at sixual assault charges the last time I tried this. Maybe I done it wrong
Crank It rechargeable radio with built in flashlight one just has to wind up to keep charged.
First Aid Kit and Survival Kit bag which government supplies if you qualify or you can get your own.
Rechargeable items like ipods and laptops fully charged if there is enough warning ahead of time or just keep them decently charged at all times.

The other night, my power went out for just a few minutes. It is amazing how dark my house got. Normally, there are LEDs all over the place putting out light. These things are every where in the house, so even at night, it's not really dark. Couple that with the street lights being dark (that can give you some light through the window) people may not realize just how dark the house can get during a power outage. Well, when the power went out, it reminded me to distribute my flashlights in strategic areas. Now, I have one in my nightstand, one in my kitchen, one in my office, and one in my living room, all in furniture or drawers that I can find in pitch black dark.
