Potential [WIP] Turn Based Battle System

So, I'm working on a rather large project right now, but if I don't have a side project to keep me occupied, I get bored with it and stop working.

In the past I've made Portal, something akin to Pokemon (sort of), and recently something like Resident Evil: Mercenaries Mode.

Now I want to take on a bigger challenge, making a turn based battle system. I'd like to hear what elements of turn based battles people like from other games, and the ones that I like/think I can reasonably accomplish I will incorporate.

Some caveats: I'd like to keep things as "Skyrim" as possible. Meaning I won't be changing most of the perks (except for things like Block Runner and Eagle Eye, perks that require a dynamic battle system) or items, etc. Anything that obviously must change I will.

This thread is just to discuss what something like that would look like, what challenges might crop up, and what other turn based games we've all enjoyed in the past (and what features specifically made them so cool) and in general to have a nice discussion.

Please do not post here just to be a naysayer, claiming that the idea is inherently stupid or unfeasible. I already have several ideas of how to accomplish this, I'm looking for input, not detractors. If you wouldn't be interested in such a mod, no one is demanding that you play it.
