This is mostly out of a curiosity, but which is tougher? The Praetorian guard, unarmed specialists that serve as Caesar's personal guard, or the NCR's easily recognizable Veteran Rangers?
The obvious way to find out would be to pit them against each other, but I'm too lazy for that

Also, which is better fundamentally? This part will probably be more of a personal preference.

Given the centurion vs vet ranger in general I'd wager the praetorians wouldn't fare much better in game.

However, they are incredibly tough warriors, supposedly intended to take on gun wielding opponents. I'd be surprised if, in canon, they were weaker.

So in game: Rangers. As it should be: Praetorians.

Centurions (Praetorian guards are basically centurions) are supposed to be much tougher than veteran rangers, but for some reason they are weaker ingame.

In close combat Praetorians conquer all.

Praetorians have no experience. Vet Rangers are there because they're the best and most experienced of all NCR soldiers. They're the best of the best. Praetorians are just a bunch of body guards with ballistic fists and mohawks Vet Rangers are much better in my opinion, but then again I am a NCR Die Hard. A Legion Die Hard will tell ya straight up that NCR Vet Rangers are terrible and will die if you look at them for a long time haha

Caesar does say in-game that Praetorians are handpicked by him because they were among the best in battle. The Legion fights (and conquers) tribes often. How else would they expand?

Its a pretty simple answer

In-game: the vets are a kick ass group of the most powerful humanoid opponents, and the praetorians are roughly stronger than the centurion, soooo the vets win.

In-lore: The vets are the best of the best sort of like marines, and the praetorians are like Caesar's personal version of the SS. soooo the praetorians should by lore win.

And please don't think I'm a die hard CL fan, cause I'm actually die-hard Mr. House and NCR supporter. However I do believe that CL officers such as the Centurion and the praetorians were f-ing beyond nerfed and this does make fighting CL kinda boring.

Both groups are weaklings, but if I had to pick one, it would be the Veteran Rangers only because they hide behind their powerful Anti-Materiel Rifles and Brush Guns.

No experience? Why do NCR fans hate facts and lore so much? It's a mystery to me.

Anyways, like the legion centurions, a praetorian has killed enemies in the hundreds and served in many campaigns. They are among the best of the best. Hell, before they can even become a praetorian they have to kill another praetorian in hand-to-hand combat.

in close combat I think that 5 praetorians vs. 5 vets would result in praetorion victory, other then that: vets

The NCR Veteran Rangers and Legion Praetorians are a bunch of weaklings in my opinion, I kill them once I see them. (Depending on my character)
But in Close Combat, Legion PTNs would win.
At long or mid range combat, NCR Vet Ranger would win.

Here's how I see it.

For a Praetorian, it takes three punches to kill, Vets, two punches. Note that this is sneak attack, unarmed 100, and cheats.

If I were to think about this as an actual battle the Vets would win hands down they have better weapons to just pick off the Legion leaving them to scramble. They also have better tactics they don't just run straight in at the front line which is a brave and bold move but stupid.

If it was a rumble in the street the Legion would win they are warriors of lower tec trained in hand to hand combat the Vets couldn't win.
