Primary and Secondary Quick Keys

From the manual they say:

While playing the game, you can pull up your favorites list by tapping Q. Then you can then cycle through the list with
WASD or ARROW KEYS, equip or use items or spells with E or ENTER, and quickly swap weapons between your left
hand (LEFT MOUSE BUTTON) or right hand (RIGHT MOUSE BUTTON).

You can also assign primary and secondary Quick Keys by pressing F to pull up the Inventory/Magic Menu. Then,
holding down one of the number keys (1 through 8) from the Favorites menu for about a second. Swap between
items during gameplay by tapping the assigned number key.

It seems as if it was Bethesda's intention to allow us to bind weapons to either hand with buttons 1-8. Press 1 to equip a sword to left hand. Press 2 to equip sword to right hand.

Judging from the last paragraph, though, it appears that we actually have 16 hotkeys (1-8, primary and secondary). Instead of pressing 1 and 2 to duel wield, it seems like I can just press 1 twice to equip both weapons. I can't get this to actually work in-game. Pressing F doesn't bring up the Inventory/Magic menu. And holding down a number in the quick menu doesn't do anything either. Can anyone verify that this works or direct me to an already existing thread? I don't understand how Bethesda could miss this if it was in their manual.

When you select a hotkey it puts it in your left hand or both hands!
