Probably too big a graphics job...

Have you ever seen 'Heavy Metal' or the paintings of Frank Franzetta? Well, I know we're getting used to how gorgeous Skyrim is right now, but when we are jaded with it, I'd like a mod that 'painterizes' the game so that all the textures are 'painterized' to look like paintings? By the time jadeyness sets in, the complete paint over should be completed.

This just seems a cool game to do that to. Anyone want to work on it? I'll try and help with my distinctly average skills. Obviously a team would do it quicker than an individual.

I wonder if the simplest solution isn't to replace all the textures in the game, but rather do this with a shader.

That could work. Not sure how to do it though.

It could easily be done by applying a "paint"-filter over all textures, this can be done using a batch process and would take maybe an hour or so with Photoshop (depending on your PC). Obviously it would be better to go over each individual texture and by hand and applying filters and tweaking it, but it would probably take months. Like Enderandrew mentioned already, a shader would do the best job, but is also very advanced modding..
