This was probably my 6th play through, and I decided to finish the Imperial CW questline before anything. I enlisted with the legion first, before reporting to the Jarl of Whiterun. Of course, when the time comes to give the Jarl the message, I'm asked to retrieve the Dragonstone, so I do. I kill the dragon at the western watchtower, then give Balgruuf the message. I go to Windhelm, give Ulfric the axe and then return the axe to Balgruuf, who then directs me to report to Legate Cipius. Cipius, though, doesn't say anything but standard lines. At this point, I should say I had a lot of mods. So, I did a complete reinstall and started an entirely new game, still absolutely nothing from the legate. I continued with the MQ in this playthrough (now the 7th), right up till I need to find Esbern. Return to Cipius, still nothing.

I can't seem to find much on this problem, other than 'wait some time', 'hit him' or reload, all of which I did. Console advancing won't work since I won't be able to start The Battle for Whiterun. I have dawnguard, so I disable that before trying again, and still nothing.

Is this problem related to my complete of the Main Questline? Or perhaps my player level (which is currently 13)? I can't find anything on UESP about this... It isn't the first time I've finished the CW questline first, since I only ever recall doing the negotiation quest in High Hrothgar once.
