When I was making mods for F3 I used a program to extract: meshes, textures & etc. files, any one remember how that program is called??? Or there is another for Vegas???

Well, you could use Fallout Mod Manager or BSA Commander for Fallout3. BSA Commander requires you to modify a byte in the BSA files first, but the download page for it on Fallout3 Nexus has a link to a different program that requires Java.

I have used FOMM to do it. BSA Commander didn't work for me.

It did the same thing for me. It doesn't matter though. Just go into the fallout new vegas > Data folder, and you'll see all of the assets listed (fallout-meshes, fallout-textures, ect.). Try to open them, and it will ask you what program to use to open them, and then select FOMM. It should still work. I'm actually extracting the textures right now.
