Protecting Kimball

Im on my second run through of the campaign, on my first President Kimball was asassanated i thought it was supposed to happen, im not sure if that is or is not the case, but if not can someone tell me how to stop it if its possible? ive searched the area thoroughly for clues

I'm not sure about clues to prevent the assassination attempt completely, but there is a sniper that appears on one of the towers during the speech. He is dressed as a ranger, but will kill the ranger that is already standing on the tower. You should be able to snipe him, then kill the engineer that comes running out with a knife after him (at least that is what happened for me just now, I suppose there could be other options).

I looked around for quite a while and found the door to Tower 1 unlocked and sniper ammo on the roof, I didn't find the engineer that was mentioned by the girl though. The unlocked door and ammo didn't provide any additional dialog options, so I am not sure if there is a way to stop it other than killing the assassins at this point.

It may be a random each time you play through. In mine the Vertibird was set to blow. I SPEECH-ed one of the guards to let me check it out. Did, found explosive.
Ranger called for President's evacuation, Kimball started running. Someone from behind him took a shot, rangers surrounding Kimball attacked the assassine.
Mission Success, the dude is alive. Vertibird flew away....

Theres two things,

One is a sniper in the tower directly behind President Kimballs podium area, and then there is the Vertibird, which there is a repairman who was presumedly knocked out and had his clothes stolen by a Caesars Legion soldier/supporter, who will walk to the Vertibird, and will plant a bomb on it, examine the vertibird with a high science or explosive skill (50 in one or the other) and report it to the Ranger with the eyepatch.

I was lucky I ended up quicksaving near the end of his speech, but had enough time to actually check the tower, run back, and snipe the imposter sniper from the observation deck. I didn't bother with the Vertibird, actually. Kimball managed to escape for me, after I killed the sniper and the engineer.

I tried to talk to that fake sniper but he seemed fine to me. I walked away, then as the presidents vertibird landed everyone started shooting at ED-E. I thought nothing of it and went to the tower were the fake sniper was to get a good view of whoever the prez. ( didn't know he was fake at the time) and as soon as the tower loaded it said I did it and good job while the vertibird flew away. WTH???

Can someone explain what the heck happened?

if you get too close to the speaking podium the presidents guards start shooting at you and then everyone else turns hostile. so EDE, having a stupid pathing ai flew too close, set of the guards, and then everyone else too. then when you re-loaded the game the ai decided yo uwerent hostile (since ede wasnt shooting back) and reloaded...
in other words, bug.
