While his statement is certainly and without a doubt true, I wouldn't agree to your conclusion.
He's certainly right, that they could have made a better game if the OS would take less memory, or with unbuffered I/O.
But that is not the case and one of the great things about developing for a console is, they all have the same specifications. You know exactly how fast each component is, exactly how much memory you have to work with etc.
And as much as I love John Carmack and his work, it's the developer's job if they make a game on consoles, to make the game fit to the actual hardware.
You can't make a game that has higher requirements than the console could really offer so the game runs flawed.
As a sidenote: I don't think they did a bad job. Rage runs on my PS3 amazingly well and looks absolutely gorgeous.
But there are a lot who have problems and this shouldn't happen.
