I'm trying to transfer a Fallout 4 saved game file from online storage to another PS4 but the download fails with the message that The Application is Not Installed. I know FO4 is installed on the target PS4 and working fine. I even tried starting a new FO4 character to verify. How do I get back into the game with the saved file stashed online? The download is from a US profile to a device in the EU. Are FO4 saved game files region locked?

I would assume that a save made with the US version wouldn't work with the EU version. For the same reason patches are separate between the regions.
