I'm not sure if it has been announced yet, but where will I be able to buy a TESO pc download? will it have its own launcher or will there be somewhere like steam where ill have to buy it? Any information would be appreciated thanks!

No Steam announcements currently, but you can pre-order from most physical and digital retailers right now. (Gamestop, Amazon, etc)

With amazon how does it work? do i just buy it and download it from the site?

You buy it, and then right before it launches (like a day or two before) they'll send you a game key that you can redeem on the game's website and download directly from there.
