Quest Before the Storm Bugged for me

So i did the helgen quest thing and stuff then decided to go explore gain some levels and when i went to the town for that quest to talk to the guy he had no quest dialogue and Sell/Buy dialogue, he also will not leave his house to go to the blacksmight area he will stay inside his house the whole time i have even waited some days and nothing.

ANY WAY TO RESET QUESTS
