Question about DLC's acquisition.

While this may seem as a stupid question as I’m positive the future DLC’s will be distributed through STEAM.

So the proper question would be: How will they (or even will they) be distributed in “region locked” countries?

As some of you know Skyrim is not available through Steam in some places only retail versions. So that’s that… But they won’t release DLC retail will they? So if the game is not available, then DLC’s won’t be available as well.
Now I’m planning buying Skyrim retail (as soon as I find out if it’s not language locked) but if I won’t be able to buy DLC’s I will have to skip this tittle, mainly because vanilla version won’t support user created mods as DLC’s start coming out and I don’t want to suffer another Fallout fiasco.

I know it’s probably still too soon to know, but any information would be appreciated.

I doubt they'd release retail versions of DLC except for big expansion packs like Undead Nightmare although that was for consoles only as a lot of people don't go online or have a poor connection. But yes, just like New Vegas.
