1) When / Where / How do I unlock the duel spells where I have two hands dedicated to spells ?

2) When / How do I unlock the zoom for the bow ?

U can dual wield spells right away, to combine them tho u need a perk, zooming requires a perk as well

No, u should just look in the skill trees, the zoom one requires 30 archery I believe

On your next level up just look at the perk tree for archery. You can look at every one from the start, but you have to purchase weaker perks to gain access to stronger ones.

The Destruction dual-wielding perk is the second one in the tree, and requires 20 Destruction skill.
