Just a quick question as am too afraid of being killed by Redoran Guards to find out for myself.

Is Necromancy illegal in Solstheim?
Considering Morrowind is the only place where it is actually illegal i thought that it would be on Solstheim as well, just wondering
because my second Character is about to go there who currently has 2 thralls following him about and don't want to be killed on arrival.
