Question About V.A.T.S

This is for Fallout: New Vegas on Xbox 360.

I played all through Fallout 3 thinking the same thing about V.A.T.S. and thought it was the same in Fallout New Vegas. I thought that when you enter V.A.T.S. mode, the higher the % on an enemy's limbs, the higher the chance of hitting that specific bodypart would be. I was reading through the Fallout New Vegas manual earlier today, and it seems that I've had it wrong this whole time. It seems it's actually better to hit a bodypart with as small a % as possible, as that is the "condition" of that bodypart, not the chance you can hit it.

Is this correct, or do I have it all wrong? Basically, when in V.A.T.S. mode, is it better to hit an enemy's bodypart with a high % on it or a low %?

I would say that from playing both versions, the higher number the better.

It should be that the shown XX% is the chance to hit it. BUT there is also a 'health' bar next to that showing how damaged that body-part already is.

If that's what the manual says then it's wrong. The bar shows the condition of the limb. The percentage is your chance to hit it.

I thought the bar was the overall health of the enemy not the limb. I never noticed the bar change when I switch different body parts, so I think it's the over all health not the limb.

The bar is the health of the limb (no bar = crippled). The % is your chance to hit it in VATS.

Nope. The bars change individually. Overall health is shown by the bar at the bottom of the screen in red.
