Please, no spoilers.

I have yet to start the main quest of Skyrim, so I am no more than a tourist on Solstheim at this point.

When I travel to the Skaal Village, with the exception of the 3 Nords outside the Greathall doing, well whatever it is that they are doing and the young girl wandering with a goat, everyone else in the village is at the nearby Wind Stone doing, well whatever it is that they are doing.

Regardless of what time of day or night, they never leave the stone and therefore can't be interacted with.

Is this meant to be like this or is it a bug? If not a bug, does this mean that no quests or interactions can be carried out at the Skaal Village until after the main quest is started?

it is meant to be that way, a quest will be triggered for them.

There is a quest involved with the Skaal village, right?
