Question on bizarre LItem lists

Why do some LItem lists have sooo many of the exact same thing?

Example: LItemBanditHeavyHelmet

there are 4 lines of
1 ArmorIronHelmet
4 lines of
1 SublistArmorSteelHelmet @levels 6, 7, 8, 9
and 8 lines of
1 ArmorSteelPlateHelmet @levels 18-26...but skipping 22

It seems like soo much waste and it makes it annoying to add pieces of gear to the list. You have to add it 4 times to give it a good chance of appearing.

Anyone know why this is necessary or if you could just delete 75% of the entries for virtually no change in function?

After more thought I've decided they do it just so the change in gear you see on people isn't too drastic. It's more to make lower levels easier and has no effect at higher levels.

Repeated entries increases the chances of that item being selected (i.e. many daedric equipment lists have tons of ebony versions of the equipment plus one daedric to make the daedric pieces rarer.), but in those cases... it still makes certain equipment more likely to appear. It's a way to give equipment more or less weight in generation since there's no actual 'weight' field in levelled lists to do this.
