Is it physically impossible without mod/console intervention to have Whiterun be anything other than Imperial/Neutral during quest MQ103 "Bleak Falls Barrow"? I need to know in order to make a fix for a mod I made...

Whiterun is neutral until Balgruuf has to decide to accept Ulfric's axe or return it to him. He will not talk about the civil war while "dragons are about" he says. your forced into Bleak Falls Barrow if your trying to do the civil war first. You can't have it in Stormcloak hands and then do Bleak Falls Barrow for Jarl Grey-Mane.
