Questions about essential NPC's

I want to make all NPC's in my game non-essential, but I can't for the life of me find a mod that does this effectively. http://skyrim.nexusmods.com/mods/8170 is the only mod like this I can find on the Nexus but apparently it does not work as almost everyone has commented badly about it. I don't want to have to look up a base ID and enter a console command every time I encounter an NPC I want to kill. I've also heard of a Skyrim.ini command that removes the essential status of all NPC's but I can't find this through google searching.

One final question I have is lets say I kill an essential NPC, are there any repercussions other than simply breaking the quest? What I mean is this won't glitch the game or cause errors in the coding or something? I don't mind if I end up with broken quests but I don't want to run into more serious problems by going against the original design of the game.

In certain situations, an essential NPC's premature death can screw up the scripting for quests, causing odd consequences. For example, killing Thadon in the Shivering Isles before his scripted death during the "Ritual of Mania" quest will permanently lock your controls, precluding any further action without loading a saved game.
