questions about spells and other things

I played a little bit of morrowind and oblivion but I never really put more than 15 or 20 hours into them. I also never bothered with magic in either of those games. I have a few questions and I'm hoping someone can answer...I find the wiki a bit confusing

A scroll is a one time use spell but what is the point of a spell tome? Are they permanent? Should I save them?

Should I sell magic items I won't use or use them on the arcane enchanter to learn enchantments?

How do enchanted weapons work with the charges? How do I charge a soul gem to use it on a weapon?

Spell tomes teach you spells. The book disappears once you use it.

Scroll you can find ramdomly in dungons they can be anything from novice (the weakest spells) to master (the strongest) scrolls can be used reaguardless of what you skill level and dont need mana to cast however they can only be used once.

spell tomes are preminate so once youve learned the spell you can always uses it however they will cost mana to cast your skills level long with perks can change the amount of mana the skill cost

Tomes make more sense when it comes to a merchant selling spells. [edit: compared to the prequels. A merchant just ... knowing. A spell to teach. Odd.]
One-use pokemon TMs, though the player has the luxury of having more than 4 moves. I suppose.

Toss it up to magic. and all that.
