At what point do enemies' levels set? When you enter a cave/fort/ruin? Or when it gets marked on your map? Or when the quest hits your journal. Just finished two quests that had been in my journal for a long time and they were insanely easy. Is it just that my character has moved up levels or is this a reason NOT to be upset by a full journal???
