"Quiet Casting" Not Working?

So here is the case, my skill level in illusion is currently at 75. Ive unlocked the perk "Quiet Casting" (need lvl 50 in terms of skill) which according to the information at the perktree, says that "All spells you cast from any school of magic are silent to others". Now english is not my 1 language, but from what i can undstand this perk should make my spells, well undecteble for others? Apperently they are not.

Of course after unlocking the perk the first thing i wanted to do was to kill somebody. I dualcasted a Fireball spell which instantly kills a random person and there is nobody in within the blast-radius. Now, insted of walking away silently im currently beeing hunted down by every damn charcter in Whiterun. Ive tried to do it sevreal times on different persons. They end up dead while im beeing hunted down by guards.

Am i missing the point with this perk or does it simply not work on NPC characters? I could see how it wouldnt work if the victim survieved my spell, but when the damn person dies at impact, how come the guards still catch me?

Again, it could just be that i dont understand this: "All spells you cast from any school of magic are silent to others".

it works, if you cast a spell the sound of it won't give you away if you have the perk, if you don't have the perk just casting it, makes noise to npcs, so it may not always seem like it works, but i use it, it does work, the biggest way you notice is cast a spell in dungeon or near an enemy and they will start talking or acting like they just heard you, if you cast it with the perk they won't do that. so it does work, its a stealth magic perk.

Ok, it was my belief that i could basicly stand infront of a guard casting the spell and he wouldnt notice :P
