This is pretty shameful, for a game that's supposed to be moddable. In FO3 you could work around this by making your mod an esm if it edits NPCs, but it seems that even that is broken in NV. I wish I could offer you advice, my friend, but I have none. I guess Obsidian doesn't care about black people.

Edit: Oh wait! Have you tried giving your NPC the "Can be all races" flag?
