*head desk* Yes, and no. There will be racials, but they will PROBABLY not make it so you will be forced to be a race for a certain playstyle. The only ones known are Argonian, Nord, and Dunmer. Go to Tamriel foundry and look at the nightblade article, which also has the Racials for those races.

Actually, looking at what has been released, the 'optimizers' are certainly going to chestbeat that races are tied to specific playstyles- argonians for resto staff, dual wielding dunmer (as well as fire and a lean toward magicka) and two handed weapon wielding nords. It is going to depend a bit on how much faster those skill gains are, though, and once you've hit the cap, the point invested in those passives is effectively wasted, so personally I think they are more a waste than a benefit.
The bonus fire damage for dunmer on the other hand... that I can see pushing people to use the fire destruction staff and the dragon knight fire tree [ardent flame] over other class/weapon combinations. At least the staff for an alt weapon over a bow, or ice/lightning staff. The class tree is more important, since it also has damage-increasing passives.
Yes an Altmer mage has a huge advantage as a caster.
This post is obviously total speculation (or is it?), I mean how would I have ANY evidence of this? Nope, totally not supported by anything, I promise that there's absolutely no concrete evidence or anything. Yup. Totally. Impossible. Right?
But yeah, Altmer are better; all of their racials will be magic oriented.

This is true Dunmer may have the best advantage for a pure fire type.
Do you need to slot these passives? If so there are probably better things out there.
If not it still wouldn't matter much, let's say the passive allows you to do 1% more fire damage. If a fireball does 100 damage, you do an amazing 1 damage more. Then again, it's still an advantage I suppose.
And if the passive increases it by 10% or more, then it is an advantage that matters. Plus, as far as i know (not sure at all) but once you unlocked a passive, you do not slot them, they are just there.
No passives seem to work from just having the proper stuff equipped. However armor passives only seem to work when you have a full set on as well, and weapon passives only when you have that weapon equipped. Guild/Class/Race passives are always on.
Also the dunmer passive advantage is a pretty significant 7% boost. Even if we did have to slot them it would probably still pull ahead for a long fight.
Indeed, 7% is not bad.(source would be nice) Seems like too big a boost to just always have though. Why would you pick any other race for classes which use fire magic?
I'm fairly certain they realise this, and will give you the 'bonus XP' passive for free.
Nope, passives will never have to be slotted, but they generally only apply to the tree they're a part of.
