Radiant quests at the beginning or level requirments?

A friend of mine started playing Skyrim almost at the same time that I, and since we both like to play assassin types we wanted to join the DB, but I wanted to go exploring first, and while doing so I founds some pretty good equipment (like the ghostblade) while he went chasing after the Companions to get started on sme questing and items...a couple of days latter he is done with the whole thing while I am just getting started on the DB. He has commented, as well as a very good number of gamers in the forums, that the whole thing with the Companions went waay to fast...
Now I remeber that Morrowind, beign not leveled at all, had a way of avoiding the player from going into quests that were too high for his/her current level, by checking the stats and level of the player before giving a particular quest. If the player didnt have the required level he was told to go do something else and come back later, or to check with another quest giver someplace else.
Morrowind had no radiant quests, but by going to several different fighter guilds you could get a few lower level quests to ease you up till you reached the required level for other quests. Skyrim is leveled, so virtualy a level 1 player could do all the Companions quests or even the main quest....now I dont know if there could be a way to actualy make the guild quests level or even attribute reliant....but if that is not possible perhpas the radiant quests could be there from the beginning to help pad out the real quests...since now they feel like a "keep doing this if you want to" kind of deal at the end, but could help ease up the experience that your char went from unknown recruit to guildmaster in a dozen or so quests...
I dont know if that is even possible (or desirable) but it seems that quests have become a bit more scarce than in Oblvion, which was already way simplyfied that Morrowind, but maybe there is something that could be added to the game
