Random Dragon Attacks

I've just finished my first playthough, just focusing on the main story and getting some trophies. I'm about to start a new game and was wondering, If I don't talk to the Jarl at Whiterun will there be no random dragon attacks? I know I won't be able to lean dragon shouts, that's fine I don't want them on this playthough. I just want to concentrate on side and misc quests relating to the character I make, I can't be bothered to deal with dragons (on this playthough).

Only dragons I ran into where all quest related. L23, 40hours ingame I think.
I feel lonely :'(

Oh, there was 1 dragon that came out of no-where. But besides that, not much. Don't know if it has to do with the main-quest or so.

You can use the console commands on PC and give yourself 1,000 dragon souls and it stops random dragon spawns. 360 and PS3 don't know what to tell ya. When and if you do want to get into dragon spawning land you need to remove the 1,000 dragon souls (or at least reduce it o.O)

tl;dr Only way I know for sure to stop dragon spawns is to have 1,000 dragon souls /shrug.

Cool I won't talk to the Jarl.

You can use the console commands on PC and give yourself 1,000 dragon souls and it stops random dragon spawns. 360 and PS3 don't know what to tell ya. When and if you do want to get into dragon spawning land you need to remove the 1,000 dragon souls (or at least reduce it o.O)

I'm on PS3, I got the 20 needed for my trophy so I'm happy not to fight dragons again, at least not until I play the MQ again.
