- You join the vampire faction?
- You finish Dawnguard

Either of those?

If you join the Vampire faction, there will not be Vampire attacks on the town. But I believe Dawnguards will attack, but only you.

I've finished the Dawnguard questline and I am not sure whether the attacks have stopped or not, but so far I've checked out every town, and not a single attack has happened since completing the questline.

I'm on the Volkihar side and haven't had any vampire attacks. The only time I did have them was when I blocked the sun temporarily then the vampires, death hounds, and gargoyles attacked.

I actually had quite a bit of vampire attacks and I haven't even played on the Dawnguard side yet, but I will on my next save.

I had so many vampire attacks (many without me knowing) that I lost many NPCs to the point that i had to use the damned 'setally' command and will use it on my final Dawnguard playthrough (which also be siding with the vampires).

Even after I beat the vampire plot, I continued getting attacks, only this time they weren't hostile until I got near.

My Vampire Lord Braggen had vampire attacks on towns, but he had an extremely high rate of random events before the DLC, so maybe he was just exceptional. He also had the Dawnguard following him just about everywhere except walled towns and the Mage's College, so was very busy. Strangely enough since Dawnguard was completed his dragon and mass spawning enemies problems seems to have vanished. If they never come back I am not going to miss them.

I've had vampire attacks on towns even after siding with Volkihar.

As far as I can tell, vampire attacks do not happen if you finish the DG main questline. I don't know this for certain, I just know that I beat the DG questline a few days ago, and have been to every city a couple times and haven't seen any vamps.

My 3rd character always get attacked by both until I completed 10 side quests for the vampire and they stop attacking me.
My 4th character haven't start yet and a bunch of vampire start attacking me and kill some dark elf in Wimdhelm.

If you join the Vampire faction they are replaced by Dawnguard, complete the MQ and they only attack in the wilds.

The Dawnguard in the towns start off only going after you but the villagers try to help you..so yeah, don't got to worry about villagers dying since they have to hit you once for the villagers to all turn on them and guards so if you run away before you get hit by a crossbow or axe they'll follow you out of town..well thats how I did it and no one died except a travelling guard along the road outside whiterun near the mead place.

Has to look funny...a whole group of Dawnguard vampire hunters chasing one guy around the town and out of town...and no one suspects maybe the guy the Vampire hunters are chasing is a Vampire.

Blot out the sun and all bets are off though since it causes thin-bloods the non-friendly to you Vampires to come out of their caves and attack cities and roads.

Siding with the Dawnguard almost guarantees NPCs to die if you go near towns since the Vampires start off ignoring you and slaughtering villagers.

They completely stopped attacking towns and cities once I completed the Dawnguard quest line. Now their a rare encounter on the roads or the wilderness, I've had more werewolf encounters now then vampire encounters since I finished Dawnguard.
As for the vampire side of the DLC, I really can't answer, I just really cannot get into it. I only made it as far as the first mission Harkon sends you on before I stopped playing and deleted that save file.

I played the Volkihar side and still got the vampire attacks (Maybe some people just got lucky?)

I don't mind them though - I've never had a dead NPC from them (Maybe I just got lucky?)

They still attack in the wilderness but they don't attack in towns, you may have been unfortunate enough to have become a Vampire at the exact time when the game was loading them up to attack a town.

That could be a reason why some people still get attacked by Vamps when they are also a Bloodsvcker.

Blotting out the sun makes the thin-blood hostile vampires attack towns so if you blot out the sun expect to be attacked no matter which side you choose.

Does the addition of Dawnguard include more encounters with Werewolves in the gameworld, outside of Companions/Silverhand questlines?

Short answer, yes, but you still cannot become a werewolf by being attacked by one, however. These werewolves will most likely be able to infect you if you are on PC and are using the new Tales of Lycanthropy Core, though. But not everyone plays on PC, however.

I wish I had a gaming PC just for that mod  But I'm not bashing my Xbox, I still like it
