Recharge my Stick would you?

I want to recharge my weapons but have only found two people that can do so and those people are only in The Shivering Isles.
Is there any in the Imperial City perhaps?
And if so can i leave The Shivering Isles and then come back?

You can leave and return to the Shivering Isles at any time, if you wish.

And there are a number of people in Cyrodiil who offer recharging services, if I remember correctly, the one in the Mystic Emporium in the Market District can do it. You can also find people who offer the service in most Mages Guilds. Aside from paying people to recharge your items, you can also recharge them using soul gems, just fill a soul gem by soul trapping an enemy, and then use it in your inventory, the amount recharged will depend on the level of the soul in the gem, also, using varla stones which you can find in Ayleid ruins can recharge your items too, but they're not that common.

A tip about the varla stones:

They're limited. They will recharge everything that is enchanted, that you are holding. So to get more bang for your buck, I will take all from my chest of blades, for example, then use the stone, knowing that I will recharge everything that needs recharging. But you should check, so you don't waste it. Early on, all my enchanted stuff is in one container, so all I need is one stone. Later in the game, I usually have several containers of items (usually staffs, bows and blades) where I use several stones, which are not too rare by then.

Or you could ask around in Cheydinhal about Rumors of Azura's Star, for a reusable soul gem. That is, it doesn't get used up in one shot like the other soul gems. Bring Mandrake Root with you when you do that quest, for it's cure disease aspects....

All of the Mages Guild Halls have someone who can recharge your weapons. For example, in Chorrol Contumeliorus Florius is fond of saying "I'm Contumeliorus Florius. I'm in charge of enchanted item recharge in the Mages Guild here in Chorrol. Get it? In charge!"

Also in the Arcane University, Martina Floria in the Chironasium can recharge weapons, but University admittance is required. Also in the Mystic Emporium, Aurelinwae can recharge weapons, but the Wizards Tower DLC is required for her to show up.

But it is expensive. Much cheaper to recharge them yourself with soul gems and the limited number of Varla Stones.

Another thing to keep in mind the charge for refilling is 1 per unit of recharge, while you can buy filled soul gems from the same person (or others) that offer more of a recharge for less money (so paying to recharge is kind of a waste unless it is only to top off after using a certain size soulgem so you do not waste the excess in another gem.)

On the other hand, after a while, it's "only money," and you have more of it than you'll know what to do with. :)

Absolutely true.

But there's another reason why I prefer soul gems, I'd hate for my weapon to run out of charges just as I'm mid way through some huge dungeon crawl. Same reason I don't like to rely on others for repair.

Carry a backup weapon. :)

I certainly agree with you about the soul gems. Most of my melee-type characters carry a light secondary (or tertiary) weapon, like a shortsword or mace, enchanted with soul trap. But once a character reaches a certain level, there's usually enough money to throw at the guild rechargers, so as to save the soul gems for field recharging.

My characters rarely use the varla stones. For one thing, they're rare enough that I always seem to find a reason to save them for "later, when I really need it" -- and that time never comes.

My character only carries one weapon (her bow, Slayer) and one soul gem (Azura's Star). She is not at all above soul trapping her own summons if necessary to feed the bow that keeps her alive. She agrees that self-reliance is a good thing, whether it be recharging, repairing, healing, curing or restoring.

If you are planning to leave the SI, then you are better off just heading to the Bravil Mage Guild and getting the recharge there.

The key with recharging is to be self reliant (as Acadian has said). Get your armorer to 50 so you can repair magical items, learn the soul trap spell (which you put on your new weapon) and grab Azura's Star. It makes playing the game a whole lot easier.
