i'm trying to start the red eagle quest but for some reason reading the book won't start it
i've read multple books mutiple times but none have started it

Why not go to the actually place itself? Kill the Forsworn Briar Heart and take the sword. The misc quest should start.

The place is called "Sundered Towers right?
