Redundant downloads through Steam

I play the game, my wife does as well. Both of us have naturally own Windows 7 user profiles. But the steam account is the same (mine). I do not understand why an update has to be downloaded twice. My wife just downloaded an update (waited one hour before she could play again). Now I switched to my profile, and I have to download the same too??!! I would suppose that once I download an update for the game, it works for all users on one PC. Am I doing something wrong??... btw. it was not a good idea to incorporate the game in steam. I do not understand why I bought DVD version when I have the same user experience as if I used web-based version :(

That specific download was changing the .EXE which may be different per user account on Windows, which it shouldn't be, but that's the only thing I can come up with.

I see... I noticed another redundant download. When I download the update, it always switches the game into default English. When I switch it back to my language, it starts downloading again the large file and then, after two downloads, I finally have an updated version. When we need to do this twice for myself and my wife, it becomes really boring and time consuming :(
