Regeneration of attributes

Attribute regeneration rate is based on your maximum value in that attribute right? Can anyone confirm this?


If so, then Altmer not only have Highborn to regenerate 10x faster for 60 seconds once a day, they also naturally regenerate magicka faster due to having 50 higher magicka. This would make me consider Altmer more strongly.

It's a winning strategy.
But from video evidence, yes, the base regen rate fills the bar back up at the same rate no matter how much magicka you have, like Action Points in Fallout: New Vegas. Without extra bonuses it takes 16 seconds to refill AP in that game, no matter how many points you have. Magicka appears to work the same way.

On a similar note, from what I can gather (UESP) is histskin (the argonian trait) a constant effect? It seems to be listed as a constant effect.

If so that is very very powerful. Faster regen on health, and like above regens are independent of size but are percent based.

Argonian Trolls basically. A strong argument for an argonian warrior.

UESP does not list it as a constant effect. I changed that myself. It's a once-a-day power that lasts for 60 seconds. And this isn't really a discovery so much as me guessing and hoping someone who has the game can confirm or deny it.
