Where do I find her? I talked to the woman in the apothecary and she told me she was on her way to Raven Rock. I've been walking back and forth from Tel Mithryn to RR but haven't seen her.

For me she was in the middle of the ocean.

I did turn the quest marker on, but its floating on the staircase of one of those mushroom houses. I have no idea where it wants me to go. It's just sitting there. I figured maybe this is them taking the training wheels off and making me search for her, but I cant find her and the marker is a dead end. Idk where to look.

Well, she is dead.
I used the quest marker to lead me to her corpse, which was floating in the ocean, moving along slowly in the current.
You can try looking for her, but if the marker is faulty, perhaps she fell through the world?
Best reload a save, Id say.

i can't find her either. when i try to turn the quest marker on, it just clicks but doesn't show me where she is.

I reloaded to an earlier save, started the whole quest again and the marker is in the same exact place. I think its bugged.

She was just shy of Frostmoth for me...

I just Fus ro dah'd that naked broad up from the abyss. Lol. Epic bug fix. I went to the side of the stairs and Fus'd her right through the stairs, she popped right through, naked and all. I'm happy now. Thought I encountered my first dead end in Skyrim, thank you thuum you saved the day.

That is an amazing fix. Fus Roh Dah has fixed quests for me in the past as well. Amazing power
