They dodge just as fast as you can. the only problem I have with it is, I will be completely hidden. I will knock my arrow, Fire it while aimed right at thier body. and suddenly they zip to the side.

That's the thing that pisses me off.

This. While kind of irritating that enemies can do this in combat, it's outright absurd that they can do this when you are undetected...same as in FO3 and NV.

This is compounded by the fact that your stealth is partially broken when you release the arrow, not when it hits. Psychic ninja powers for all, apparently.

I am really looking forward to a decent stealth/archery overhaul.

The problem isn't so much that they're avoiding arrows while you're undetected, but that they're avoiding arrows while they're alert, even though they haven't found you. I've shot enemies in the back, then lined for a second shot, only to have them immediately sidestep as soon as I let go of the button, like they have some sort of precognitive ability. Your garden variety bandit shouldn't possess http://onepiece.wikia.com/wiki/Haki#Kenbunshoku_Haki.

I remember the first time I saw an NPC do that, I was like what the F! I thought maybe it was just a coincidence; but, it happened to me again and again, often times when I was hidden from view. It's like a scene from the matrix watching them instantly dodge an arrow that's aimed straight at their back. Whoever thought this was a cool idea, needs an old fashion beat down, it not only looks stupid; it breaks immersion.
