I think this is by design, not because of a mod.
Alchemy in this game has a much greater effect than it did in oblivion. With the removal of cure poison/cure disease spells you are forced to either find, buy or make potions, making alchemy more viable. Fortify skill is out for the same reason, making alchemy actually worth something, since you can use the restoration tree to pretty much restore stamina and hp VERY quickly, and magicka regeneration is boosted. Weakness to magic is i think needless, unless you're playing something higher than adept at least. My battlemage has 100 in destruction, and he can pretty much stand and take the brunt force of a dragon's Thu'um and just spark it up with his lightning storm. The weaker dragons i kill before landing (they need to be stronger >>, dragons in general).
Pretty much, the magic in Skyrim works the way it's intended to, to get more things, you need to either be an alchemist (which is not hard, you don't even need perks to be semi-decent), or buy potions. I do agree that poisons that make targets weaker to magicka is a bit lame if you're playing a full mage, but that's just a trade-off you have to live with.
Adding a mod like this will again, make alchemy worthless. In oblivion it was utterly pointless, unless you were raising your intelligence. Here at least it makes more sense to use it.
