Soultouched Artifacts
Hidden in the world are artifacts of a bygone era, when Dragon and Man were at war. These are relics of the ancient war, equipment empowered with the essence of The Dova.
Each item, weapon or armor, trinket or shield, held the hidden essence of The Dova. When the soul of a dragon was absorbed into the artifact, the latent ability of these relics would become manifest, and their hidden power would be revealed.
The quest would be started by a random trigger during the trek up to High Hrothgar, after the player learns they are dragonborn. An old man camped on the side of the path would call the PC over and give them a book titled "The Soulripper: Dova; The Legend as Chronicled by Penthos Saliir". This book is a dunmer philosopher's account of a story told to him by one of the "last remaining Blades" shortly after the Oblivion Crisis. He spoke of an enchanted blade called "The Soulripper" that, despite every effort by the most prominent of mages, could not be refilled using any known soul-gem or soul. It was Penthos' belief that this was a relic from the Time of Dragons and that only the soul of a dragon could be used to power this weapon. He also suspected their were many more of these relics waiting to be found...
The idea is that the PC would go on a quest to find these artifacts and then would need to kill a dragon with them to "activate them". They would be immensely powerful, but at the conclusion of the quest the PC would have to make the choice of keeping these powerful artifacts or turning them over to...someone...for....something else

I'm not sure if the mechanics of this are even possible...
