I noticed someone mention this and said they reset all of their shield perks, is it part of the dlc or is he just talking about using the PC console commands?

Part of the dlc after completing the main quest.

you can reset all perks from every perk tree assuming if you have the dragon souls

wow thats awesome! im only at the part after the temple where i am learning a word of power to beat miraak or however you spell it, so i beat all of the main quest for dragonborn or the vanilla game? and then i use a shout or is it just under my skills when i open them? im level 81 (oghma infinium haha and ive beaten the main quest line)

You have to re-open the black book and it will take you directly to the perk reset area. It costs one dragon soul to reset a tree.

well i got a truck load of dragon souls i think im covered, so we get to keep the black books eventually? and sorry for all of the questions i jsut started the dlc and theres so much to do

yes u get to keep the black books... im assuming soo far i have been able to i haven't finished the MQ yet soo

*also you get to explore HM realm endlessly
