My Character is level 28. My Restoration is 22.2 I use Fast Healing when I am damaged, BUT there is no 'progress' on the Restoraion levelling bar(in fact a bar does not show up when I'm casting Fast Healing when damaged(progress bar that is-the healing red bar shows me healing)). Support so far won't even answer me.I've been Googling etc can't figure out if something in game is 'broken'/or if I'm overlooking something that I need to do. Help ? Thanks.

All I can say is restoration levels up really slowly. If you are glitched, however, try buying a level from the trainer in the mages college to see if that "unlocks" your level progression.

Try training with a Restoration Trainer, then try again.
