Hello, first post here. I am having an issue during the Winterhold portion of the Reunification of skyrim quest. I talked to the general, he told me to report the the outpost. Once i arrive i see Rikke with the arrow above her head, but when i talk to her there is nothing, in previous quests she would have the option of "What are my orders" but no now, nothing quest related to the quest. Also there are no other quests in my quest log related the Imperial army. Any ideas? BTW i am playing on pc and maybe there is a command like in oblivion to skip a head on a questline, i suppose i could do that if it knew what it was or if it even exists.

Also, i am not very far into the Main questline so its possible that i need to progress father in the storyline to do the quest.

Same here. I've tried everything but cannot get the quest to start.
