Reverse Pulse Cleaner Missing? : Fallout: New Vegas

Having done Vault 3 about 10 hours ago i am now doing Still In The Dark and find that the Reverse Pule Cleaner needed as one of the items by the BOS is missing? Is there another anywhere in the game or anyway of getting one?

Would consider a cheat for said item, just want the Power armour training?

Any help please...

The item should have been there even on your first visit. It's in a locker in the room where the motor runner guy is (one with the chainsaw). What exactly do you mean by item is "missing"?
