Don't know why an An-xileel agent would be in Skyrim. The only thing I can see that fits their anti-Imperial sentiment would be doing the Stormcloak questline.

As for skills the only one that sounds like it would be set in stone would be Speech, given them spreading propaganda. Need to be persuasive to do that.

Edit: I haven't read Infernal City, so this is the most advice I can give you. UESP is pretty much empty regarding the group.

The purpose of my agent is to investigate the thalmor threat and conditions associated with the dummer *on soleistherm of course*, but discover that he is actually a dragonborn.

the hist could have sent an agent to stop alduin, also joining the stormcloaks to make sure the empire lacks the manpower to threaten black marsh

a small price to pay for weaking the empire? Granted i doubt the imperials can threaten black marsh anymore. Might be best to stay out of the civil war on second thought

just a brief discription, they are a radical group that is similar to thalmor, but obvious they arnt interested in unmaking the world. they are a pretty strong force as they manage to force daedra close their own gate at oblivion crisis, that itself made me fall in love with this group. they are also quite mysterious, the main force has being kept hidden from outside world for a long time, so no one knows who is their member. This creates a perfect chance for one of the agent to slip into skyrim and spy on current situation, their main forcus seems to avange what dummer has done to them *slavery in first era* , how much ambition they have is unkown.

i think role playing an-xileel is something refreshing as i enjoy being a watcher rather than some participent, it is also quite unique since argonians dont get alot of attention, but to me they are like the coolest race, like little dragons XP

but if empire is weakend, wouldnt thalmor gets an easy victory? that would increae the threat
