Roleplaying a fast-travel system

I use this for my mage characters.

I usually end up making my home the College, so I start there, but when I find Centurion Dynamo Cores, I place them in "owned" homes, such as ones obtainable in Solitude, Riften, etc. (also including Abandoned House in Markarth). I always have to carry one one me as well, but I imagine they act as conduits that allow me to jump from one place to another. Alternatively, I can drop one in a location and fast travel back to it (has to be at a map marker, obviously). Eventually, I have as fast travel system akin to the mages guild from Morrowind.

Example, I have a Danymo Core in my inventory, and one at the College. I can only fast travel to the college, but not from, unless I have a third core to drop or leave at another location.

Any other interesting ideas?

You could impose a rule that only organic matter can be transported, so no clothes or equipment only potions, ingredients and food. You would then have to set up "safe-houses" so when you "teleport" you can re-equip yourself. To install the equipment in the safe-house, use a carriage.

download a mod that gives you mark and recall spells, so you can do it Daggerfall style

RFLOL well for me, I pay the for the carrige ride to X city closest to my destination. Then travel from the city to the destination on foot.

I do that, too (for non mage characters), but not every city has a carriage (all hold capitals should).

Damn, I always forget about that, has been way too long since I last played on a console.
Well, when it comes to your original question I agree with what NyanKhajiit said and would like to add that you could give the items you are using as teleportation stones to one of your NPCs or carry it around yourself and use it as a mobile teleporter.
Considering that that would be like the original game, you could just say that you can only use it 3 times or even less before it "breaks"

Both my characters are Vampires so I use the Bat Travel Power Mod, the self restrictions are it is only usable at night, only usable out of sight of NPCs and the cloud of bats power is only usable once a day.
